What is ABDO?
The Algemene Beveiligingseisen Defensie Opdrachten (ABDO) are security requirements for organizations that provide critical or classified services to the Dutch Ministry of Defense. ABDO compliance is managed by the Bureau of Industrial Security (BIV) and focuses on protecting sensitive MoD information. The goal of ABDO is to make sure that external contractors follow strict defense security protocols across governance, personnel, physical, and cyber domains. The current standard, ABDO 2019, outlines the requirements for compliance and is actively enforced.
Who does ABDO apply to?
ABDO applies to all organizations that work with the Dutch Ministry of Defense and handle sensitive, classified, or essential information tied to defense operations. This includes companies across various sectors—such as technology providers, cybersecurity firms, logistics partners, and infrastructure specialists—that play a role in defense supply chains or deliver services critical to national security.
If your organization is entering into or currently holds a defense contract that falls under these criteria, ABDO compliance is mandatory to ensure adherence to MoD security protocols from the outset of the engagement. MoD procurement will inform you if a potentially upcoming assignment requires you to comply with ABDO.

From ABDO to ABRO
In 2023, the MIVD, in collaboration with the AIVD, began the transition from the ABDO to the ABRO, the General Security Requirements for Government Contracts. Working from a joint unit, the MIVD and AIVD will implement industrial security based on a common requirements framework for the entire central government, the Ministry of Defense and the National Police. 2024 marked the establishment of a Joint Unit on Industrial Security and the further development of the new requirements framework. It is expected that ABRO will go into effect from Q2 2025.
